Research (One-Stop Shop for School Facility Approval (Published 2004))

Reviews California's current four-stop process for school facility approval, where funding eligibility, allocation, site check, and plan approval occur. There is duplication of effort, with different agencies repeating the same work, and no coordination of checks or consolidation of information. The process takes many months and is subject to a variety of delays. The report then describes its recommended streamlined, one-stop process with a single submission of documentation, some mandatory checks made optional, and with fees for certain services.
