Research (Public School Capital Improvement Programs; Basic Elements and Best Practices: Guidance For The District of Columbia)

At the request of the World Bank, The Scientex Corporation (Scientex) and The 21st Century School Fund(21st CSF) undertook a review of the current capital improvement programs and practices of seven school districts and the history of the management of public school capital improvement programs in the District of Columbia. This review was undertaken in order to assist the District of Columbia Public School System in identifying expectations and options for effectively, efficiently and equitably delivering school facilities that are educationally appropriate, modern, and safe. This report can be used to inform public discussion about the execution of the District of Columbiaís public school capital improvement program.
